Amends the Airport and Airway Development Act to redefine the term "airport development" so as to include any work involved in constructing, improving, or repairing aviation fuel storage facilities at a public airport.
Authorizes the Secretary of Transportation to approve the project costs of aviation fuel storage facilities as allowable costs of a project for airport development if the project costs for such facilities do not exceed a specified sum.
