A bill to provide for the payment by the Government of Iran of those United States citizens held hostage in the United States Embassy in Tehran.

Entitles each U.S. citizen held hostage in Iran to specified payments based on the length of time such citizen is held hostage or a specified amount if the hostage dies as a result of the captivity.

Directs the Secretary of the Treasury to establish a special fund to make such payments that are not otherwise paid by Iran. Requires the President to make such payments from the blocked Iranian assets to the extent they have not been paid. Directs the President to continue to prohibit transactions in a specified portion of the Iranian assets until such payments are made.
