Amends the Federal-State Extended Unemployment Compensation Act of 1970 to revise the State trigger provisions of the Federal-State extended unemployment compensation program. Provides that a rate of insured unemployment under the State law for a specified period which is equal to or in excess of 80 percent (rather than 120 percent) of such rate for a previous period will be a part of the State "on" indicator for weeks under such program after the enactment of this Act.
