Declares that a Federal employee shall be considered to be disabled for purposes of provisions governing disability retirement if such employee is unable to perform useful and efficient service in his or her position because of disease or injury and is not qualified for any vacant position at the same level.
Repeals provisions which preclude the disability retirement of any employee or Member of Congress who became disabled due to his or her vicious habits, intemperance, or willful misconduct.
