Authorizes appropriations for fiscal years 1981 through 1985 to the Secretary of Agriculture to assist "1890 land grant colleges," including Tuskegee Institute, through grants in acquiring and improving agricultural and food research facilities and equipment. Limits the amount available to the Secretary for administration of these grants to four percent of such appropriations.
Directs the Secretary to determine the amounts of grants awarded pursuant to this Act, as well as the terms and conditions under which such grants are awarded. Requires the Secretary to forward to the appropriate congressional committees, 60 days prior to the award of such grants, a detailed report containing the research facility needs assessments and the justification for the determinations made concerning such grants.
Prohibits the use of such grant funds for the payment of any overhead costs of the eligible institutions.
