Authorizes the Archivist of the United States: (1) to designate attorneys to initiate an action to recover records unlawfully removed from an agency whenever the agency head fails to initiate such an action within a reasonable time after being notified of the removal; and (2) to report any such failure of an agency head to the appropriate congressional committees.
Requires the Administrator of the General Services Administration, before empowering an agency to dispose of any records, to notify the public and provide an opportunity for public comment concerning such disposal.
