A bill to establish certain fines to be imposed on any foreign government which holds hostage any citizen or employee of the United States.

Sets forth compensation to be paid by any foreign government which tolerates the taking of U.S. citizens as hostages. Vests assets of such government in the United States to pay such fines if the hostages are not released within a specified period.
