Amends the Rock Island Railroad Transition and Employee Assistance Act to direct that benefits and allowances under an employee protection agreement or arrangement entered into under such Act shall be paid by the Chicago, Rock Island, and Pacific Railroad from its own assets.
Subordinates employee claims for such benefits and allowances to the claims of any creditors of the Rock Island Railroad.
