District of Columbia Federal Payment Act

District of Columbia Federal Payment Act - Amends the District of Columbia Self-Government and Governmental Reorganization Act to direct the Secretary of the Treasury, for fiscal year 1982, and for each fiscal year thereafter, to pay to the District of Columbia, from funds in the Treasury not otherwise appropriated, as the annual Federal payment to the District the amount certified by the Comptroller General of the United States in accordance with this Act, without further appropriation.

Directs the Mayor, not later than February 1, of each year, to submit to the President, the Comptroller General of the United States, and the District of Columbia Council, a statement of the forgone tax revenues of the District and the value of the unreimbursed services provided by the District during the preceding fiscal year as set forth in this Act.

Requires the Comptroller General of the United States, no later than April 1 of each year, to certify to the Secretary of the Treasury the total amount of forgone tax revenues of the District and the value of unreimbursed services provided by the District for the preceeding fiscal year. Specifies that such total amount shall be the amount of the Federal payment to the District for the fiscal year beginning the next October 1. Directs the Comptroller General to transmit a copy of such certification to the Mayor, the Council, the President, and the Committees on Appropriations of the Senate and House of Representatives.

Requires specified congressional committees, during the first session of the 99th Congress, in consultation with the Mayor of the District of Columbia, to study the operation of the amendments made by this Act and to report their findings to their respective Houses.
