Public Right to Comment Act - Allows any person to participate in the rulemaking of a Federal agency by submitting written data, views, or arguments, within not less than 30 days after the publication in the Federal Register of general notice of the proposed rulemaking.
Provides that any persons making a submission shall not become a party to the rulemaking. Requires such submissions to be maintained in a separate portion of the public record of the rulemaking.
