A bill to require the Chief of Engineers to give preference to local firms in awarding contracts for certain emergency repairs and restoration of flood control works.

Amends the Flood Control Act to require the Chief of Engineers, when awarding contracts for emergency repairs and restoration of flood control works, to award such contracts, to the extent feasible and practicable, to organizations, firms, and individuals residing in or doing business primarily in the area where the work is to be performed.
