Amends the Legislative Reorganization Act of 1970 to require House of Representatives committee reports on proposed legislation of a public character to contain statements estimating the reporting and recordkeeping requirements imposed on individuals, private industry, and State and local governments as a result of the enactment of such legislation. Prohibits the House of Representative from considering any legislation reported in the House unless it contains such a statement.
Declares that the requirements of this Act shall be considered as part of the rules of the House.
