A bill to require committee reports on proposed legislation to contain statements of the reporting and recordkeeping requirements which will be imposed on individuals, private industry, and State and local governments as a result of the enactment of such proposed legislation.

Amends the Legislative Reorganization Act of 1970 to require House of Representatives committee reports on proposed legislation of a public character to contain statements estimating the reporting and recordkeeping requirements imposed on individuals, private industry, and State and local governments as a result of the enactment of such legislation. Prohibits the House of Representative from considering any legislation reported in the House unless it contains such a statement.

Declares that the requirements of this Act shall be considered as part of the rules of the House.
