Sets forth the conditions under which the House of Representatives will release to any court in the United States papers and documents of the House which have been subpoenaed as evidence by such a court, and the procedure to be followed by a Member, officer, or employee of the House who has been subpoenaed to appear before a court.
Authorizes a subpoenaed Member, officer, or employee of the House to appear before the court after notifying the Speaker. Prohibits the production of the subpoenaed papers at such initial appearance. States that the court will be provided with the requested papers and documents after the subpoenaed Member, officer, or employee has notified the Speaker of the materiality and relevancy of such papers.
Directs that under no circumstances shall any minutes or transcripts of executive sessions, or any evidence of witnesses in respect thereto be disclosed or copied.
