A resolution to establish a Select Committee on Handicapped Individuals.

Establishes in the House of Representatives a permanent Select Committee on Handicapped Individuals to study means and methods of encouraging the development of public and private programs that will assist handicapped persons, and to develop policies to encourage coordination of governmental and private programs designed to deal with problems of the handicapped.
