Directs the Committee on House Administration to provide for the management and operation of the House of Representatives' beauty and barber shops on a contract basis beginning with the 97th Congress.
Sets forth the procedures to be followed by the committee in reviewing applications from private persons to manage and operate the beauty and barber shops. Directs the committee to report a resolution to the House recommending approval of a contract based upon such review.
