Amends rule XI of the Rules of the House of Representatives to prohibit committee funds from being used for travel unless its official nature is established by resolution approved by majority vote of the committee involved. Authorizes the committee chairman to approve such travel proposals in emergency situations.
Directs that a complete travel report be filed with the committee within ten working days after the completion of the travel.
