A bill to authorize appropriations for the United States International Trade Commission and the United States Customs Service for fiscal year 1980, and for other purposes.

Amends the Tariff Act of 1930 to authorize appropriations for the United States International Trade Commission (ITC) for fiscal year 1980.

Amends the Customs Procedural Reform and Simplification Act of 1978 to authorize appropriations for the United States Customs Service.

Prohibits the ITC from conducting any study concerning the impact of the Export-Import Bank's activities on U.S. industries and employment unless funds are explicitly authorized to be appropriated for such purpose.
