Directs the Secretary of the Army, upon the execution of a land exchange between the Secretary of Agriculture and the State of Idaho, to administer the lands received in exchange as part of the Dworshak Dam and Reservoir project to mitigate the loss of the Rocky Mountain Elk habitat resulting from the construction of the project.
