A bill to require the use of the Consumer Price Index for all urban consumers in certain Federal programs, and for other purposes.

Requires that Federal officers, in making calculations or determinations under any Act of Congress requiring or authorizing the use of the Consumer Price Index, use the "Consumer Price Index for All Urban Consumers."

Declares that this Act does not apply to specified usages and actions.
