Amends the Civil Service Reform Act of 1978 to include the Export-Import Bank of the United States under the definition of an agency to which provisions governing: (1) the Senior Executive Service (SES); (2) prohibited personnel practices in the competitive service and the SES; and (3) performance appraisal systems and actions based on unacceptable performance, are applicable.
