Amends the Flood Control Act of 1928 to authorize the Secretary of the Army, through the Chief of Engineers, to construct navigation improvements on the Mississippi River at Memphis, Tennessee. Sets forth the Federal share of the costs of such improvements. Declares that Tennessee is not required to contribute to the costs of such improvements.
