Permits the Chief Justice of the United States to address in person at times agreed to by the Chief Justice, the majority leader of the Senate, and the Speaker of the House of Representatives, both Chambers of Congress in joint session on the state of the judiciary. Requires a copy of such address to be transmitted to Congress by March 15 of each year, if the Chief Justice does not appear personally.
