Directs the Administrator of the General Services Administration to donate to State and local governments certain Federal personal property which was transferred by a component of the Department of Defense to the Defense Civil Preparedness Agency (DCPA), and transferred with the other property of DCPA to the Federal Emergency Management Agency (FEMA), if the Director of FEMA certifies that each such government is using the property for civil defense purposes.
Requires the Director, within 180 days after the enactment of this Act, to survey such property and to notify the Administrator of the property which is being used for civil defense purposes. Declares that property which is not being used for such purposes shall be disposed of pursuant to the Federal Property and Administrative Services Act of 1949.
