A bill to amend section 3102 of title 5, United States Code, and section 7 of the Federal Advisory Committee Act to permit the employment of personal assistants for handicapped Federal employees both at their regular duty station and while on travel status.

Permits the head of each Federal agency to: (1) employ or assign personal assistants for handicapped employees; (2) authorize the payment of per diem and travel expenses of an employee to accompany a handicapped employee during official travel; and (3) authorize payment to a handicapped employee for the personal services of an individual to accompany such handicapped employee on official travel.

Amends the Federal Advisory Committee Act to permit members and consultants of Federal advisory committees to be provided the services of a personal assistant.
