Amends title XVI (Supplemental Security Income) of the Social Security Act to define "public institution" as an institution deriving its operating funds wholly or substantially from public sources.
Provides that payments made to an institution by its residents shall be considered to be from public sources to the extent that they represent income of such residents from certain Federal or State sources.
