Service Industries Development Act - Authorizes the Secretary of Commerce to establish in the Department of Commerce a service industries development program. Lists the purposes of the program which include: (1) promoting the competitiveness of U.S. service firms and American employees through economic policies; (2) promoting the sale of U.S. services abroad; (3) developing a data base for policymaking pertaining to services; (4) analyzing the effect on service industries of Government regulation, taxes, and antitrust policies; (5) analyzing the adequacy of current U.S. financing and export promotion programs; (6) conducting sectoral studies of domestic service industries; and (7) conducting a program of research and analysis of service-related issues and problems.
