Grants the Court of Claims jurisdiction over claims against the United States for certain losses sustained by producers, processors, manufacturers, distributors, dealers, or other persons resulting from the ban on apparel, fabric, yarn, or fiber containing Tris phosphate.
Directs such court to consider certain factors in determining the validity of such claims.
Prohibits the inclusion of lost profits, proceeds from distress sales, attorney's fees, or interest on any such loss in determining the amount of losses for which such claims are brought.
Sets forth the measure of losses for specified types of claimants.
