Modifies the Pick-Sloan Project to direct the Secretary of the Army, through the Chief of Engineers, to begin the design and engineering of a water pipeline to the James River Valley, South Dakota. Authorizes the construction of such project if the Secretary reports to the appropriate congressional committees that such project would be without substantial controversy and would be in accordance with recommended conditions.
