Elderly and Handicapped Individuals Transportation Act of 1979 - Amends the Rail Passenger Service Act to direct the National Railroad Passenger Corporation to establish a reduced rail rate program to individuals who are 65 years of age or older or who are physically or mentally handicapped.
Stipulates that such program shall provide for rates which do not exceed 75 percent of the regular fare.
Directs the Corporation to report to the Congress within one year regarding the social and economic impacts of such program.
