Expresses the sense of Congress that the President should: (1) negotiate with foreign states for an agreement for mutual and reciprocal diplomatic security arrangements; and (2) obtain multilateral support for the establishment of a permanent diplomatic security corps under the auspices of the United Nations. Sets forth the function of such security corps.
