Expresses the sense of Congress that the President should: (1) continue to affirm U.S. support for full implementation of the Helsinki Accords; (2) communicate to the Soviet Union U.S. disapproval of religious harassment of persons, including Christians, in the Soviet Union and of the restrictions on such persons' freedom to emigrate; and (3) advise the Soviet Union of U.S. expectation that the Soviet Union honor its commitments under the Helsinki Accords and under international law.
