Stipulates that the Senate shall not grant its advice and consent on the appointment of an Ambassador to Afghanistan until the President certifies to Congress that Afghanistan apologizes for the death of the former U.S. Ambassador and has provided satisfactory assurances respecting the security of United States Government personnel in Afghanistan.
