Expresses the sense of the Senate that the President shall call as soon as possible an Energy Summit Conference to bring together representatives of the oil industry, consumer representatives knowledgeable on energy matters, officials of the executive branch and other levels of government, and such other persons as the President deems necessary to review any data submitted and report to the President on current and expected energy shortages, a prognosis for the future, and recommendations for public and private action to meet those shortages. Directs the Conference to consider the establishment of a national energy council.
Directs the President to report to the American people the results of the Conference along with his recommendations for a national energy policy.
