Directs the Secretary of the Senate to return unratified the Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Limitations of Strategic Arms (SALT II Treaty) to the Secretary of State.
Expresses the sense of the Senate that the President should resume negotiations with the Soviet Union to modify the Treaty to more adequately protect U.S. security interests. Provides for continued U.S. restraint in its buildup of strategic nuclear offensive forces during the renegotiations. Sets forth quantitative, qualitative, and other limitations on strategic offensive arms considered to be minimally essential. Sets forth guidelines to be followed in renegotiating the SALT III agreement.
