Specifies that such actions should include: (1) readying the Strategic Petroleum Reserve for withdrawal; (2) increasing incentives for voluntary conservation; (3) implementing a mandatory conservation program; (4) requiring substitutions of alternative fuels for petroleum; (5) making maximum use of renewable energy sources; (6) updating petroleum allocation regulations; (7) increasing domestic fuels production; and (8) increasing energy efficiency in the industrial, residential, and transportation sectors.
