A resolution expressing the sense of the Senate with respect to the immediate need for energy emergency preparedness in the United States, in light of world oil supplies and the situation in Iran.

Expresses the sense of the Senate that the President should immediately: (1) initiate measures to increase energy supplies and reduce demands; and (2) present plans to Congress for maintaining the balance of supply and demand in the event of protracted energy supply problems.

Specifies that such actions should include: (1) readying the Strategic Petroleum Reserve for withdrawal; (2) increasing incentives for voluntary conservation; (3) implementing a mandatory conservation program; (4) requiring substitutions of alternative fuels for petroleum; (5) making maximum use of renewable energy sources; (6) updating petroleum allocation regulations; (7) increasing domestic fuels production; and (8) increasing energy efficiency in the industrial, residential, and transportation sectors.
