Conditions the receipt of financial assistance by a private business enterprise from the Small Business Administration or the Economic Development Administration on a requirement that such enterprise purchase only articles manufactured in the United States or unmanufactured articles produced in the United States.
Provides for an exception to such requirement if the articles are not manufactured or produced in sufficient and reasonably commercial quantities and of satisfactory quality or if such purchase would result in unreasonable cost increases.
Directs the Secretary of Commerce to prescribe regulations to administer this Act.
