Directs the Consolidated Rail Corporation (Conrail) to enter into negotiations with the State of Massachusetts for the transfer of specified Conrail lines to the State.
Requires the Secretary of Transportation to prescribe the terms of such agreement if the parties are unable to reach an agreement.
