Provides for the office of Delegate for United States Citizens Abroad as a nonvoting delegate to the House of Representatives elected by citizens who have the right to vote by absentee ballot in Federal elections under the Overseas Citizens Voting Rights Act of 1975. Sets forth eligibility requirements for the office of Delegate, including that the candidate has resided outside the United States for the six-month period ending on the date of the election.
Requires the President to appoint a three-member commission to determine the procedures and regulations for such election.
