Amends the Hobbs Act to eliminate the current qualification that extortion is the obtaining of property by "wrongful" use of force.
Makes it a defense to extortion that the conduct was in furtherance of a legitimate objective or activity, unless the conduct: (1) consists of acts or threats of physical force to person or property; and (2) is a criminal offense punishable by more than two years' imprisonment under State law.
