A bill to authorize the imposition of tolls or other user fees to improve harbors by public authorities for the purpose of financing the cost of making improvements to harbors.

Permits any public authority having jurisdiction over a port or harbor to impose such tolls or other fees for the use of such port or harbor as may be necessary to finance the costs of any improvements.

Grants the consent of Congress to the imposition of such tolls or other user fees.
