Amends the Federal criminal code regarding conditional parole release for youth offenders.
Requires the Attorney general to make available to State and local law enforcement agencies certain information regarding prisoners who have been convicted of Federal offenses and are confined at residential community treatment centers.
Makes changes in the practice of the Parole Commission. Revises the appeal process where parole is cleared.
Abolishes the provision allowing "Warrants to retake Canal Zone Violators."
Revises the parole procedures for a person who is drug dependent.
