Amends the Federal criminal code to allow as an affirmative defense to a prosecution, that as a result of mental disease the defendant did not know the nature and quality of his actions or did not know the wrongfulness of his actions at the time he committed the offense.
Transfers the burden of proving insanity to the defendant.
Prohibits expert witnesses from offering opinions on the ultimate legal issues presented to the trier of fact.
