A resolution to amend the Rules of the House of Representatives to require a recorded vote upon final passage of legislation that adjusts the pay of Members, and for other purposes.

Amends rule VIII of the Rules of the House of Representatives to make it out of order to consider any legislation that adjusts the pay of Members, affects limitations on outside earned income, or provides tax credits or deductions for Congressmen as a separate or distinct class, if such legislation contains any items other than these.
