Disaster Relief Act Amendments of 1981 - Amends the Disaster Relief Act of 1974 to authorize appropriations for fiscal years 1982, 1983, and 1984 for: (1) the purposes of such Act; and (2) the Federal Emergency Management Agency.
Revises requirements for temporary housing assistance for those displaced by a major disaster or emergency.
Limits the Federal share of financial assistance for debris removal and repair and restoration of damaged facilities to 75 percent of eligible costs. Authorizes the President to loan the remaining 25 percent of such costs to a State under specified circumstances.
