National Court of Appeals Act of 1981 - Establishes the National Court of Appeals. Sets forth the composition and principal seat of such Court.
Directs that the Court shall have jurisdiction over cases referred to it by the Supreme Court. Permits the National Court of Appeals to deny review in any case referred to it by the Supreme Court unless directed by such Court to decide the case.
Makes decisions by the National Court of Appeals binding on all courts of the United States, unless modified or overruled by the Supreme Court.
Authorizes appropriations.
