Billboard Deregulation Act of 1981 - Repeals the Federal outdoor advertising control program. Rescinds all authorizations of appropriations for such program that are unappropriated upon enactment of this Act.
Describes procedures by which the Secretary of Transportation may withhold funds from a State that has not effectively controlled the establishment and maintenance along the Interstate Highway System and the primary system of outdoor junkyards.
