Amends the Federal criminal code to establish penalties for: (1) interfering with, injuring, contaminating, or destroying a bulk power system, nuclear facility, or nuclear material; or (2) obstructing the production or transmission of electric energy through a bulk power system, to the extent that any such act could cause damage in excess of $5,000. Makes such offense applicable to bulk power systems still under construction or otherwise not functioning.
Directs the Attorney General to collect and exchange criminal and identification records with Government officials and officials of licensed nuclear power facilities.
