Prohibits the use of FY 1983 appropriations to pay: (1) any officer or employee of the Federal or District of Columbia government at a rate exceeding the rate for such individual's position on September 30, 1982, if the salary for such position is equal to or greater than the basic pay for level V of the Executive Schedule; or (2) performance awards to more than 20 percent of the members of the Senior Executive Service or any comparable personnel system established on or after October 13, 1978.
Declares that the pay rates payable after enactment of this Act shall be the rates used in the administration of provisions providing retirement, life insurance, or other employee benefits.
