Directs the Secretary of the Army, in consultation with State officials, and acting through the Chief of Engineers, to reroute Nebraska Highway Numbered 12, with the necessary connections to Nebraska Highway Numbered 14, through the relocated town of Niobrara, Nebraska.
Authorizes appropriations in a specified amount for such purpose.
