Amends the Clean Air Act to direct the President to enter into treaties or other agreements with countries contiguous to the United States for the purpose of air pollution control in border areas.
Directs the Secretary of State to take appropriate diplomatic actions to reduce or eliminate air pollution adversely affecting any area of the United States and originating in another country.
Directs the Administrator of the Environmental Protection Agency to determine the percentage of air pollutants in border areas resulting from foreign sources and to eliminate such percentage in determining compliance with ambient air quality standards by such region.
